This is one of the problems with foreign policy, mainly of the United States.</description>

		<description>The fallout is a huge problem, but the political fallout woould be even worse as it would make nuclear war permissible. And to be the only country to nuke someone (two countries will be the tally) spells a horrendous step backwards in the history civilization.
